Who we are

The Sovereign Tech Agency secures digital infrastructure in the public interest. Our mission is to strengthen digital sovereignty, fostering competition and innovation by investing in critical open source infrastructure and the ecosystems that support it. In this way, we are providing the basis for a stable, trustworthy, and democratic digital future.

We are a new organization at the intersection of technology, politics, and public stewardship. Our aim is not only to strengthen the open source ecosystem, but also to shape its future.

Open digital infrastructure is the backbone of the digital world. It is essential for the flow of information, for government, for business, and for innovation, much like roads and bridges in the physical world. The most effective strategy for building this infrastructure is open source software: it is the bedrock on which our digital society is built – powerful, collaborative, and democratic.

With a commission from the German Federal Ministry for Digital Transformation and Government Modernisation, the Sovereign Tech Agency invests in critical software components, develops programs, and creates structures that sustainably strengthen the open source ecosystem, including the people behind the code.

Our work is unique: we are leading the way on how governments engage with open digital infrastructure and laying the groundwork for how modern societies ensure resilience, technological diversity, and public digital services.

Who we are looking for

We are looking for an experienced Project Manager to develop and deliver new projects at the Sovereign Tech Agency. This person thinks entrepreneurially, takes ownership, and actively shapes new initiatives.

As a Project Manager, you will take on operational responsibility for a range of new projects within the Sovereign Tech Agency. These projects could range from planning and implementing our activities as part of the newly established Digital Commons EDIC, to designing and organizing events like the Maintain-a-thon at the United Nations, and more. You will help the team turn ideas into successful projects while working on your own, being responsible for specific deliverables, and managing stakeholders and project quality.

Your Tasks

  • Independently plan, coordinate, and execute projects for the Sovereign Tech Agency
  • Take responsibility for managing individual projects and deliverables
  • Identify and engage suitable implementation partners
  • Coordinate and communicate with various internal and external stakeholders, including vendors
  • Manage budgets and monitor project progress
  • Represent projects externally, for example to project partners, service providers, and political stakeholders
  • Prepare status updates and reports

Your Qualities

  • Proven experience managing projects at the intersection of public policy and technology
  • Highly independent, structured, and reliable
  • Strong organizational and communication skills
  • A strong interest in open source and digital commons, ideally with a background in technology, community, or business
  • Willingness to travel for partnership and stakeholder meetings, as well as conferences
  • Excellent communication skills in English (business fluent)
  • Team player: you enjoy collaborating with coworkers, active and open communication, and both giving and receiving feedback.
  • You’re organized, self-directed, and proactive, working effectively with modern collaboration tools

  • Based on experience and qualifications, the annual compensation for this role (at 40 hours per week) is 70,000 to 78,500 Euro aligned with the TVöD-Bund wage agreement for the public sector.
